jpnn.comJAKARTA – Honorary and government employees with work agreements (PPPK) are questioning the determination of the RPP for Management of State Civil Apparatus (ASN).
The Draft Government Regulation (RPP), a derivative of Law Number 20 of 2023 concerning ASN, was promised by the Minister for Administrative Reform and Bureaucratic Reform (MenPAN-RB) Abdullah Azwar Anas to ratify at the end of April.
However, as of April 25 2024 there was no sign of this being determined. There are concerns that the ratification will be delayed, which will impact the resolution of honorary issues.
“What’s up with the ASN Management RPP, Minister Anas? So no, it won’t be ratified at the end of this month, because now it’s already April 25th,” said Chairman of the Wiyatabakti Indonesia National Solidarity (SNWI) Riau Province educational staff (Tendik) Eko Wibowo to JPNN.com, Thursday (25/4).
He reminded the aspirations of honorary workers throughout Indonesia in general, especially Riau Province, to Minister Anas and the State Civil Service Agency (BKN) regarding the ASN Management RPP.
There are five honorary and PPPK demands that are expected to be accommodated in the ASN Management RPP, namely:
1. Completely recruit honorary teachers and public school staff in the 2024 PPPK selection.
2. Eliminate the ASN PPPK contract system for 1 to 5 years. Give a PPPK decree with an age limit of 60 years for teachers and 58 years for staff.

The results of the parties after the elections in Basilicata: what has changed in 5 years
Small reminder for the political forces that today, rewarded by consensus, feel their unshakeable weight and therefore their power is not eternal but still solid: at the Regional elections of Basilicata five years ago, M5S and Lega put together – at the time they governed together – they took 40 percent of the votes, in the European vote a few weeks later even better: 53 percent.
Five years later the Movement and the League, in the same region, took home just over 15 percent of the votes. The Northern League always led the coalition Vito Bardi winning six seats, the 5 Stars ran alone electing three, reduced to two respectively for both.
The splash speaks well of the crisis of two parties which, from being the fulcrum of a new political structure after the 2018 policies, now find themselves the lame ducks of their own coalition. And if in the game of communicating vessels of the centre-right the League’s loss is reabsorbed by the allies (FdI doubles the League, Forza Italia almost and it stings a lot), in the centre-left those votes simply disappear into thin air. To think that only two years ago, at the political elections, the M5S, driven by its campaign in defense of citizenship income in Basilicata, maintained absolute political primacy, with 25 percent of the votes: 61 thousand. He has a third left, 20 thousand, equal to 7.7 percent. Except that by virtue of 2022, the Movement has had good times and bad weather in recent months with its center-left allies, forcing the Democratic Party to change the presidential candidate in the running: Angelo Chiorazzo leave, then try again Domenico Lacerenza but he too gets shot and then in the end he folds up Piero Marrese (who also earns 5 percent compared to the total number of lists supporting him). A terrible show for the Lucanians, seasoned among other things by the choice – which turned out to be the tipping point – of Action to move to the centre-right.
In the general semi-silence of Via di Campo Marzio in the face of the debacle, the second in the space of a few weeks after Abruzzo, and in the face of putting one’s hands ahead of Giuseppe Conte against ‘controlled voting’, that’s right Riccardo Magi of +Europa which puts its finger on the wound: “Conte is recognized as having a political weight in determining strategic choices that is absolutely disproportionate to the weight of the consensus he has”. All things considered, this is the worst outcome of the elections in Basilicata for the Movement: having demonstrated that vetoes, impositions and controversies, the strong influence on the leaders of the Democratic Party, was not supported by the votes.

Rescue Operation Saves Over 100 Pilot Whales in Dramatic Effort – CNN Report
The mystery behind whale strandings
A dramatic operation to save the lives of more than 100 pilot whales ended in partial success on Thursday after wildlife officials managed to return most of the stranded animals to sea. Rescue teams rushed to the beach located in the coastal town of Dunsborough, south of Perth, to tend to the whales. It was an “overwhelming sight,” said Ian Wiese, Chair of Geographe Marine Research group, who was involved in the rescue operation on Thursday. Wiese told CNN that he had never seen anything of this size before.
In total, 130 whales were returned to sea while at least 28 whales unfortunately died. The department of Parks and Wildlife Service Western Australia (DPAW) reported that even after being saved, there is a risk that the whale pods could beach themselves again. Spotter planes in the area are monitoring the situation, tracking the released animals to see if they will return to shore. So far, they have remained off the beach, bringing some relief to the rescuers.
Pilot whales, like other whale species, are highly sociable creatures known for supporting each other. They often look out for each other, especially if a member of their pod falls sick or is injured. Ian Wiese highlights the importance of this support system, stating that “the remaining whales will play this amazing supportive role.” However, if an injured whale ends up near shore, there are many hazards that can disrupt the care process, leading to more members of the pod becoming stranded.
Animal behaviorists and marine scientists have previously noted that the survival rates for beached whales are low, as the animals can only survive for about six hours on land before their health starts to deteriorate. The efforts of locals and wildlife officials in holding the beached whales upright and keeping their blowholes clear were aimed at improving their chances of survival. Experienced veterinarians were also present, doing everything possible to save as many whales as possible.
The sight of a newly-born calf among the stranded group added to the complexity of the situation. The presence of the calf, with its umbilical cord still attached, raises questions about why these animals were in such a vulnerable position. Ian Wiese suggests that it may have been a factor contributing to the stranding, but further investigation is needed to fully understand the incident.
Mass whale strandings are unfortunately not uncommon. Last year, over 50 pilot whales died in a similar event in Scotland, while wildlife officials in Western Australia had to make the heartbreaking decision to euthanize dozens of stranded long-finned pilot whales after unsuccessful attempts to refloat them. These incidents highlight the challenges faced by marine wildlife and the need for continued research and conservation efforts.
