The Agrarian Reform Consortium (KPA) recorded 2,939 Agrarian conflict erupted throughout the era of President Joko Widodo’s administration (Jokowi) of the average 2015-2023.
KPA General Secretary Dewi Kartika believes that this situation represents a rapid increase in agrarian conflicts compared to the previous presidential term.
“In the Joko Widodo era, there were 2,939 agrarian conflict outbreaks, there were 6.3 million hectares in conflict situations, 1.75 million families were affected, this was evenly distributed across all regions of Indonesia,” Dewi said in her press conference on Monday (15). 1 ).
“Compared to the previous government period, there is a rapid increase in the outbreak rate of agrarian conflicts,” he added.
Of the 2,939 cases of agrarian conflict, Dewi said there were 1,131 cases in the plantation sector; There were 609 cases in the real estate sector; the infrastructure sector had 507 cases; Forestry 213 cases and mining sector 212 cases.
There were then 152 cases of agrarian conflict in the agricultural/agricultural sector; Coast and small islands 79 cases and construction of military facilities 36 cases.
“Investment and development models in the plantation, infrastructure, real estate and forestry sectors, including the acceleration of national strategic projects (PSN), are the most common causes of conflict outbreaks,” Dewi said.
In addition, Dewi also mentioned that national strategic projects (PSN) often lead to an escalation of agrarian conflicts in the period 2020-2023. Dewi noted that there were 115 conflict outbreaks with an affected area of 516,409 hectares and 85,555 families affected.
He gave examples of several PSN developments that led to conflicts, including the Padang-Pekanbaru toll road, the SEZ project in Gresik, East Java, Wadas Mining for PSN, the construction of Bener Dam in Wadas Falls and MNC’s Movieland in Lido Sukabumi and the Food Estate in Humbang Hasundutan.
“As the community’s position becomes weaker, the government is increasingly designing various facilitations for land acquisition and the land acquisition process to attract investments and accelerate PSN,” he said.
Dewi also recorded a total of 3,503 victims of violence and criminalization against agricultural activists during the period 2015-2023. Of these, 2,363 activists were criminalized, 905 were persecuted, 78 were shot and 72 activists were killed.
On the other hand, Dewi explained that there were 1,520 outbreaks of conflict in agrarian conflicts during the era of 6th President Susilo Bambang Yudhoyono (SBY). Of the 1,520 conflicts, 977,103 families were affected.
Jokowi reveals successes of land certificates
Jokowi said that all Indonesians could receive land certificates in another 160 years if the handover of the certificates is not accelerated. He said in 2015, the total number of land certificates available was only 46 million out of a total of 126 million. This means that there are still around 80 million properties that are not certified. This could also trigger land conflicts.
“We know that there should be 126 million certificates across our country that should be held by the community, by the people. But in 2015 I asked the then ATR minister, it was only 46 million (land certificates) out of 126 it was only 46 million. This means: “There are still 80 million properties that have not been certified. So if there are a lot of land conflicts, agrarian conflicts, we hope we understand that, because 80 million certificates have not been issued. At that time, all land registries in Indonesia could only issue about 500,000 land certificates per year. If this continues, it will take another 160 years before all Indonesians have land certificates.
However, the situation is no longer the same. Currently, there are various programs of the Ministry of ATR/BPN to expedite the handover of land certificates. To date, 109 million property certificates have been issued to the public.
In 2024, Jokowi said, the ATR/BPN ministry aims to issue a total of 120 million land certificates. If successful, there will be 6 million land certificates left to be delivered to the community.
