By the end of the current year, some vehicles need to undergo a mandatory technical inspection, according to the state standards of Ukraine.

It is noted that cars used on main roads must undergo technical inspection in institutions that have received accreditation from the Ministry of Infrastructure, regardless of the form of ownership registration.
Car inspection is carried out in accordance with state standards of Ukraine. Institutions that have received the accreditation of the Ministry of Infrastructure can carry out technical inspection.
The periodicity of mandatory technical inspections is regulated by Article 35 Law of Ukraine “On Road Traffic”.
Technical inspection in 2023 will be mandatory for the following cars:
-
large trucks older than one year — once a year;
-
buses that have been in operation for more than two years — once every six months;
-
cargo and passenger cars weighing up to 3.5 tons, older than 2 years — once every two years;
-
passenger cars used for taxi work, older than two years — once a year;
-
wheeled tractors operated for more than two years — once every two years;
-
specialized vehicles (vehicles for accident elimination and cleaning, mobile cranes, fire engines, car towers, garbage trucks, technical and medical assistance) — every year;
-
wheeled vehicles involved in the transportation of dangerous, toxic and flammable goods – one year from the date of manufacture of the vehicle and every six months thereafter.
After carrying out VTK tests, the testing laboratory prepares a protocol for the driver or owner of each vehicle, which according to the test is recognized as technically sound, indicating the date of the next mandatory technical inspection of the vehicle.
The following cars are exempted from testing the technical condition:
-
all cars, trailers and semi-trailers for them, regardless of the period of operation, if they are not engaged in activities for profit;
-
new passenger cars and trailers used for commercial transportation, the service life of which does not exceed two years.
Documents for technical inspection in 2023
The list of documents for technical inspection depends on the purpose, type and owner of the car, but there are several mandatory documents:

technical passport for the vehicle (certificate of vehicle registration);
-
passport of a citizen of Ukraine (for a representative);
-
power of attorney for the right to undergo technical inspection (for an individual);
-
a copy of the certificate of state registration of a legal entity (for a legal entity).
How much does a technical inspection cost in 2023
According to the experts of the Transport and Infrastructure Association, the cost of technical inspection in 2023 is:
-
from 1,120 hryvnias — for passenger cars;
-
from 1,344 hryvnias — for buses weighing more than 5 tons;
-
from 1,440 hryvnias — for trucks weighing more than 12 tons.
The cost of technical inspection of trailers starts from UAH 1,120 for the lightest models. For a trailer weighing more than 10 tons, you will have to pay 1,322 hryvnias.
Changes in technical inspection in 2023
According to the new by resolutionwhich was adopted by the Cabinet of Ministers, the following changes in the technical inspection procedure are foreseen in Ukraine:

implementation of an electronic protocol for the results of mandatory technical control, with the possibility of printing a paper copy if necessary;
-
implementation of the requirements for checking the technical condition of vehicles, which are established by Directive 2014/45/EU of April 3, 2014 (the document obliges all member states to conduct periodic safety and emission checks of most types of motor vehicles);
-
definition of an exclusive list of legal grounds for refusal to undergo mandatory technical control;
-
introduction of video recording of the process of mandatory technical control, instead of photo recording, which reduces the risk of corruption.
Video materials will be available to authorities, local self-government and individuals and legal entities upon appropriate requests.
Subsequently, it was decided that it is not necessary to record the vehicle inspection process on video during martial law and for six months after its termination or cancellation.
Such a decision was made to facilitate the work of technical control operators during martial law and to focus on their main task — to check the technical condition of vehicles.
