EU Calls for Resumption of Funding
The European Union has appealed to international donors to resume funding for Gaza’s largest UN agency. This call comes after a review found that Israel failed to provide evidence supporting its claim that thousands of UNRWA staff were affiliated with terror groups.
US Aid Contingent on Progress
The United States has stated that it will not reinstate its aid until UNRWA demonstrates “real progress” in its operations. UNRWA, which offers healthcare, education, and humanitarian aid to Palestinians, employs 13,000 individuals in Gaza.
International Support for UNRWA
EU humanitarian chief Janez Lenarcic and Norway’s Foreign Minister Espen Barth Eide have both emphasized the importance of supporting UNRWA. While some countries like Australia, Canada, and Japan have resumed funding, others including the US, UK, and Italy have yet to do so.
Israel’s Allegations and UNRWA’s Response
Israel has accused over 2,100 UNRWA staff members of being linked to terror organizations, but an independent review found no supporting evidence for these claims. UNRWA maintains that it conducts thorough background checks on all employees and shares staff lists with Israel.
Humanitarian Concerns in Gaza
The US humanitarian envoy to Gaza has warned of a high risk of famine, particularly in the northern region. Aid deliveries to Gaza have been hindered, with Israel facing criticism for impeding the flow of essential supplies.
Efforts to Prevent Famine
Israel has pledged to increase aid levels to pre-war standards, with UNRWA reporting a recent uptick in aid deliveries. However, more action is needed to prevent a humanitarian crisis in Gaza.
UN Investigation and Staff Dismissals
A separate UN inquiry is investigating Israeli claims that 12 UNRWA staff members were involved in attacks on Israel. UNRWA has dismissed 10 of the accused individuals in response to these allegations.

President Biden signs the aid budget for Israel and Taiwan, effective immediately, triggering the resumption of delayed support from the US Department of Defense
CNN reported that a $95 billion military aid budget bill for Ukraine, Israel, and Taiwan was passed in the US Senate on the evening of the 23rd (local time) with 79 votes in favor to 18 against.
Once the budget bill is sent to President Joe Biden and goes through a signature process, it will take effect immediately.
President Biden has publicly stated that he will sign the budget bill immediately after it is sent, and the US Department of Defense has also been preparing to speed up long-delayed aid to Ukraine.
Accordingly, $61 billion worth of military aid to Ukraine is expected to be provided quickly. $26 billion will be provided to Israel and $8 billion will be provided to Taiwan.
The US House of Representatives previously passed these military aid budget bills last weekend and sent them to the Senate. Hardliners in the House of Representatives threatened to force Speaker Mark Johnson, who introduced the aid budget bill, to resign over his opposition to aid to Ukraine, but it passed easily thanks to the support of former US President Donald Trump to Speaker Mark Johnson.
Meanwhile, on this day, the Senate also passed a bill limiting the ownership of TikTok and strengthening sanctions on Russian assets.
