Vehicles parked at the port of Toamasina will soon be put up for auction. These are cars that, for the most part, are straight drive or do not comply with the regulations in force in the country.

An operation which affects cars which have exceeded their customs clearance deadline, but also those which present certain irregularities in relation to the country’s regulations.
According to the Council of Ministers on Wednesday, this is an operation aimed at decongesting and streamlining traffic in the port. “These cars are hindering traffic in the port of Toamasina,” says the report of the weekly meeting of the Executive. Physically, it seems that these vehicles have nothing to be ashamed of, with the exception of the fact that they are right-hand drive and/or that they have been parked for years on the port reservation.
Sectioned chassis
According to the report of the Council of Ministers, the dismantling of these vehicles will be carried out at the expense of the successful bidders of the auction. To avoid any reassembly once the cars have been acquired, their chassis will be sectioned, and the manufacturer’s plates will also be removed. An operation carried out under the supervision of the General Directorate of Customs, as well as with the other services concerned.
Public auction operations have already been carried out by customs in the past. This time, it is a special case. Referring to the legislations included in the Customs Code, goods that remain for two months or more in customs warehouses can be sold at auction. This is to prevent them from perishing or rusting and can no longer be used. This is also a measure taken in order to avoid an accumulation similar to what we find in Toamasina.
A ministerial decree was issued in December 2014, prohibiting the circulation of right-hand drive vehicles, imported after February 2012. However, in 2016, the Council of State granted the free circulation of this type of vehicle, canceling de facto the previous decree. It is not uncommon to see straight-handed vehicles in the capital. However, some owners get rid of it. Garages specializing in modifying the dashboard even make it their business. However, this type of operation is expensive.
The owner submits a unique authentication document into the ASYCUDA World customs clearance system. This is followed by the control and liquidation of the declaration, followed by a litigation procedure. At the end of these processes, customs proceeds with the lifting of hands. The customer pays import duties and taxes (DTI). After that, the customs administration carries out the control and records the exit of the goods from the port or airport in question.
