TEMPO.CO, Jakarta – BEM leaders of several universities in Indonesia have raised their voices in response to President Joko Widodo and Jokowi’s statement that the president can take sides and campaign.
Jokowi had previously stated that the president could take sides and campaign in the election. Not only the president, but also ministers are allowed to take sides and campaign as long as they do not abuse state institutions.
“The president can campaign. He can take sides. We are both civil servants and political civil servants. This is not allowed at the moment,” Jokowi said after handing over the fighter jet to the TNI with Defense Minister Prabowo Subianto at Halim Perdanakusuma Air Base, East Jakarta, on Wednesday, January 24, 2024.
When asked whether he had taken sides in the 2024 election, Jokowi asked Halim the journalists again. “I asked: Do you take sides or not?” he said. He reiterated that it is important not to use government facilities.

Gielbran M. Noor, as chairman of BEM UGM, did not confirm Jokowi’s statements and actions. He confirmed that the President is indeed allowed to campaign and take sides under Law No. 7 of 2017 on Parliamentary Elections (Pemilu). In addition to not being allowed to abuse government facilities, the president is also not allowed to advocate for blood relatives up to the third degree.
Jokowi’s statement also underlines that Indonesian democracy is still at a poor level. Aside from that, Jokowi’s statement also proves the accuracy of the title of “the most embarrassing UGM alumnus” bestowed by BEM-UGM colleagues.

Mohamad Haikal Febriansyah, chairman of BEM Padjadjaran University (Unpad) 2023, found Jokowi’s statement embarrassing.
“Jokowi’s statement is embarrassing given his position as head of state and government. So far we often hear appeals against ASN and that civil servants are expected to be neutral, but instead the person with the most power in the government says they can run a campaign. “This is contrary to what was addressed to his subordinates,” Haikal said on January 27, 2024.
Jokowi’s behavior becomes strange when state officials tout the election as peaceful, but the president himself describes it as potentially non-peaceful.
Although Jokowi based his statement on Article 299 of the Election Law, Article 282 of the same law prohibits state officials, structural officials, functional officials in state positions, and village heads from making decisions or acting to benefit or harm any of the election participants during the election campaign period. Article 283 of the regulation also prohibits state officials from conducting activities that influence election participants.
“So if Jokowi wants to campaign and support one of the pairs of candidates, he must resign or at least take a leave of absence from his position,” said Haikal.

Former BEM UI chairman Melki Sedek Huang also commented on Jokowi’s statement that the president could take sides and campaign. Melki thanked Jokowi for taking sides so that the public would not have to guess his side in the 2024 elections.
