Majid Al-Hogail, Minister of Blida, Rural Affairs and Housing, issued the Implementing Regulations for the Engineering Profession System, with the proviso that they come into force from the date of their publication in the Official Gazette and that all previous decisions are repealed in this conflict therewith .
The details of the regulations are as follows
Article one:
The following words and expressions, wherever they occur, have the meanings indicated next to them unless the context requires otherwise:
The System: The System for the Practice of Engineering Profession, issued by Royal Decree No. (M/36) dated April 19, 1438 AD.
Regulations: The implementing rules of the system.
Ministry: Ministry of Municipal and Rural Affairs and Housing.
Minister: Minister for Municipal and Rural Affairs and Housing.
Authority: Saudi Council of Engineers.
Board of Directors: The board of directors of the authority.
The Committee: The agency’s professional accreditation committee.
Review Committee: One or more committees to investigate violations of the System in accordance with Article (Twelve) of the System.
Control Officer: An employee of the Authority appointed by a decision of the Minister to control any breaches of the provisions of the system and its regulations.
Engineering works: studies, designs, drawings, supervision, implementation, operation and maintenance in the engineering disciplines and their branches.
Practicing engineering professions: Carrying out all engineering work carried out in the branches and branches of the engineering disciplines.
Professional accreditation: registration with the authority and obtaining a professional qualification.
Professional qualification: The professional qualification that an engineer receives from the authority after his professional accreditation.
Engineering Charter: A set of rules governing the ethics and conduct of the practice of engineering, approved by the Authority.
Licensing: The license granted by the Ministry to engineering firms and companies when practicing any of the engineering professions, in accordance with the standards for the practice of the profession and the licensing conditions established by the authority.

The Board, the agency’s professional accreditation committee, consists of at least five members with experience and expertise.
Article three:
The authority, in coordination with the ministry and the committee, draws up the committee’s working rules, which are approved by a decision of the minister.
Article 4:
The authority’s professional accreditation categories include the following:
A Engineer: The natural person who practices the profession and holds a bachelor’s degree in one of the engineering majors from a Saudi university or an equivalent degree from a recognized university.
B Specialist: An individual who practices the profession and holds a bachelor’s degree in one of the supporting engineering disciplines from a Saudi university or an equivalent degree from a recognized university.
Technician: The natural person registered with the Authority in accordance with the requirements and controls established by the Authority.
Article Five:
The professional qualifications of the engineer are as follows:
An engineer.
B – Associate Engineer.
C- Professional engineer.
D – Consulting Engineer.
Article Six:
The Authority shall determine the engineering and supporting engineering professions, their classification rules and requirements, the requirements for professional qualifications, the duration of professional accreditation and their renewal procedures, and their financial remuneration, and shall be approved by a resolution of the Board of Directors.
Article seven:
Anyone authorized to practice engineering in the Kingdom can work in the following areas:
1- Studies, designs and drawings: engineering studies and research, planning, design, preparation of plans, technical drawings, reports, specifications and quantity tables, as well as study, evaluation and analysis of technical proposals for projects.
2- Supervision: Follow-up and technical supervision of the implementation of engineering works and projects, receipt of works, preparation, verification and inventory of the quantities of works carried out on site, review and verification of implementation plans, approval of samples and materials, verification of specifications, implementation the necessary technical examinations and tests, inspections and controls as well as ensuring safety standards. Professionalism and preparation of the necessary technical reports.
4- Implementation: Implementation of engineering project designs in accordance with conditions, specifications, plans, quantity schedules, approved schedules, technical principles and occupational safety standards and controls.
5- Operation: Management and operation of facilities, engineering projects, devices and equipment, and provision of qualified engineering and technical personnel for operation, according to the activity and nature of work of these facilities, as well as in accordance with occupational safety standards and controls, and verification of the validity of materials , elements and devices as well as their compliance with approved specifications and their operational readiness.
6- Maintenance: maintaining the cleanliness and safety of projects, technical facilities, devices and equipment on a permanent and continuous basis, correcting errors and damages to which the facilities may be subject and which may affect their quality and lifespan, and carrying out the necessary technical measures Tests and exams.
Article Eight:
The Authority issues the Engineers’ Charter, which clarifies the rules of ethics and conduct in the practice of engineering professions to which those professionally accredited must adhere.
Article Nine:
The Authority prepares the controls and procedures for the performance of engineering work and must be approved by a resolution of the Board of Directors.
Article 10:
The authority issues standards for the practice of the profession and licensing conditions for engineering offices and companies, which are approved by a board resolution.
Article Eleven:
The Authority, in coordination with the Ministry, prepares the mechanism for issuing licenses for engineering firms and companies, which is approved by a decision of the Minister.
Article Twelfth:
Professional accreditation will be canceled in the following cases:
1- If the holder of the accreditation submits a request for cancellation of the accreditation.
2- If the holder of the professional accreditation violates any of the conditions of the professional accreditation.
3- When the Examination Board issues a reasoned decision to revoke the professional accreditation.
Article 13:
The license for engineering offices or companies expires in the following cases:
1- When the license holder submits a request for cancellation.
2- If the license holder violates the standards of professional practice and the license conditions.
3- If the Examination Board issues a reasoned decision to cancel the license.
4- If ten years have passed since the license was issued without it being renewed.
Article 14:
The Audit Committee, in coordination with the authority, prepares its working rules, which are approved by a decision of the Minister.
Article fifteen:
The Review Committee shall investigate other infringements arising from the application of the system and impose one or more penalties – in accordance with Article 12 of the system – in proportion to the nature of the infringement, its seriousness and the circumstances of its infringement.
Article 16:
1- The Authority, in coordination with the Verification Committee, establishes the control and inspection rules, which are approved by a decision of the Administrative Board.
2- The Verification Committee, in coordination with the Authority, draws up a list to classify violations.
Article Seventeen:
The law enforcement officer is responsible for monitoring the implementation of the provisions of the system and its regulations and for checking any violations. For this purpose, he can carry out control and surveillance tours and check the necessary documents.
Article Eighteen:
These regulations come into force from the date of their publication in the Official Journal.
