Applicants who apply for a place at a public university via Sisu experience problems with the system on the first day of placement. Students interviewed for the report say they were allocated places for the second option despite having the grade that qualified them for the first option – the option they most wanted.
Sisu is the tool that allows anyone who took part in Enem last year to apply for one of the 264,000 places in public universities that make their places available in the system. This includes the vast majority of federal institutions. Registration began at midnight on Monday and by Tuesday afternoon more than a million people entered their grades into the system, Education Secretary Camilo Santana reported.
In Sisu the candidate chooses two options. The first is what the student wants most. If the grade is not sufficient, the system analyzes whether the student’s performance was sufficient to pass a second option. Every day at midnight, the applicant’s ranking is updated with partial cutoff scores. This allows him to see whether he is being ranked or not and thus decide whether to apply for another position.
This year, students report that even though they passed the first option, they were ultimately given the second option. GLOBO has received prints from candidates indicating that the system displays the following message on their first option panel: “Your position has not been considered because you have been temporarily placed in your second option.”
In previous years, the same message was displayed in the second option to candidates who had already secured a place in the first option. This is because the system did not place the student in the course indicated as an alternative because the student was already assigned the priority choice.
Giovanna Miranda Vila Real Souza, 21 years old, lives in the interior of São Paulo. She currently has a passing grade in her medical studies at the Federal University of São Carlos (Ufscar), her first choice, in the same region where she lives. However, she was assigned her second choice, at the Federal University of Minas Gerais (UFMG), about a thousand kilometers from the city where she lives.
“I was over the limit in both cases, but the classification only appeared for UFMG,” he says.
New quota rule
Another problem raised by the candidates is related to the new quota system. Last year, Congress renewed the mechanism with a new form of classification. Until 2023, whoever chose a reserve for vacancies competed only among those candidates. Now people who are trying for the quota but have the grade for a generally competitive place will be placed without the advantage, making room for other students from priority groups.
However, some quota candidates claim that they have the grades to pass the wide competition but are assigned to the quotas. Others say that they are placed in the broad competition of the second option despite having a passing grade with quotas in the first option.
The Department of Education has been contacted and is awaiting comment on the issues outlined by the candidates.
