Eleven autonomous communities have not implemented even 50% of the energy funds (mobility, efficiency and renewable energies) of the Recovery, Transformation and Resilience Plan (PRTR) managed by the regions, including four (Canary Islands, Balearic Islands, Murcia and Extremadura). ), which have not even come close to 20%.
This emerges from the implementation data of the territorial funds managed by the Institute for Diversification, Savings and Energy (IDAE), subordinate to the Ministry of Ecological Transition, and distributed to the autonomous communities.
According to IDAE data, the Basque Country (with 69% of the decisions on its budget), the Community of Madrid (60%) and the Foral Community are the leaders in terms of the percentage of funds already implemented in the total amount allocated to the municipalities of Navarra ( 57%) and Castile and León and Galicia (50% each).
Catalonia and Castile-La Mancha (47%), the Principality of Asturias (42%), the Comunitat Valenciana (40%), Andalusia (33%) and Cantabria (29%) are already below 50%. And at the bottom are the Canary Islands (11%), the Balearic Islands (12%) and the region of Murcia and Extremadura with 15% each. Among the autonomous cities, the proportion is just under 2% in Melilla and 18% in Ceuta.
The IDAE states on its website that, of the total budget (almost 5,700 million) managed directly by this organization (without going through the Autonomous Communities), by January 19 it had decided on aid amounting to 3,136 million, which corresponds to 55.05% of the total, while in the Autonomous Communities it is 46%.
In the case of IDAE, 25 lines are solved for a total of 2,240 renewable projects on the islands, deep geothermal energy, replacement of fossil fuels with renewable energies in cogeneration and waste treatment plants, circular repowering, biogas, marine renewable energies, heating and cooling among other networks , storage or hydrogen.
Execution by programs
Analyzing the programs managed by the Autonomous Communities, the share of decisions adopted by the regions in the total budget remains at 36% for the PREE 5000 energy renovation program, which is endowed with more than 130 million. In the original PREE, which began in 2020 (and was allocated 402.5 million), the adopted budget reached 57%.
This percentage reaches 39% in the Thermal Renewable Energy Program (Industry and Services); For self-consumption, thermal renewable energies and storage (residential buildings), the share is 42%; in 53% in the Moves II plan and in 54% in the Moves III plan.
Analyzing the different lines of assistance by Autonomous Community, in terms of mobility (with the help of the Moves plan for electric cars and charging infrastructure), the Basque Country is once again at the top with 71% of the assistance implemented, followed by the Balearic Islands (67%) Autonomous Community of Madrid and Asturias (65%) and Galicia (56%).
When it comes to self-consumption, La Rioja (66%), the Basque Country (62%) and Castile and Leon (60%) stand out, followed by two of the regions with the best solar resources in Spain, Extremadura (6%). and the Region of Murcia (12%), followed by the Principality of Asturias (18%), according to El País, which reported that of the total 4,184 million distributed by the IDAE to the autonomous communities, only 56% were executed.
The breakdown of the data published this Wednesday by the IDAE gives an idea of the different speed of execution of the funds distributed by the Autonomous Communities depending on the region.
The director of this organization, Joan Groizard, promised in December to publish this information, in the wake of a conflict with the Autonomous Communities of the PP, which threatened not to demand an increase of more than 300 million euros in appropriations for self-consumption for these regions on the grounds that the distribution system is very complex.
Eventually, the People’s Party-governed areas gave in and demanded this aid, which, if they had not asked for it, would have been allocated to other communities.
