Finnish leaders disagree that Helsinki’s foreign policy towards Russia in this century was naive. Perhaps the prudence of the northerners really showed itself by using the circumstances to their advantage and, through cooperation with Russia in the economy, at the same time creating a defense force compatible with NATO, when the country was not yet part of the NATO alliance. At least that’s what Tarja Halonen, the president of Finland from 2000 to 2012, claimed in an interview with the broadcaster “Yle”.
According to the statements of Finnish politicians and military officials, joining NATO and the Defense Cooperation Agreement (DCA) signed with the USA shortly before Christmas are perceived by Finland as strengthening defense capabilities to deter Russian military threats. Finland believes that neither by joining NATO nor now by this agreement is it threatening or provoking anyone. Their actions show that the threat to military security in Helsinki is taken seriously enough, without simply absolutizing NATO’s security guarantees under Article 5. The value of the bilateral agreement concluded with the USA could increase if the world’s largest military power is led by a president hostile to NATO in the future. The importance of the document is also heightened by uncertainty about how NATO will be operational in the future.
