The arrival of the ride-hailing service Uber in Luxembourg is taking concrete shape. The American company is already looking for couriers in the food delivery sector. The commercial launch of the delivery service is “planned shortly,” writes Uber Eats in a message to registered users.
Interested parties are referred to the Uber Driver app where they can present proof of identity, a driving license, an extract from the commercial register and a business permit. In addition, potential delivery drivers must have their own Uber-branded insulated bag, which can be purchased online through the official partner platform.
Another indication of Uber’s arrival in Luxembourg is a job advertisement looking for a “Business Manager” for Luxembourg. “The role includes managing day-to-day operations in Luxembourg, sales and account management. You will be the face of Uber Eats in Luxembourg and at the same time be responsible for building the best restaurant offer in your region by increasing the number of restaurants on our app and improving the offer of the restaurants already on the app,” it says other things in the advertisement.
Ministry of Economic Affairs refers to the legal situation
The Ministry of Economic Affairs was initially unable to confirm the information. The authority points out that Uber has not yet submitted an application for a branch permit. “It should be noted, however, that in the context of a cross-border commercial service, such authorization is not required if the company does not have its registered office in Luxembourg. In the case of Uber, the company is actually not based in the Grand Duchy. If this changes, they will need a business permit,” the ministry said.
The ministry “notes” Uber Eats’ desire to operate in Luxembourg. However, the department of Lex Delles (DP) takes the liberty of pointing out that “the company must comply with the provisions of Luxembourg legislation, in particular labor law”.

When contacted by Virgule, Uber’s French branch said it was currently in discussions “with Luxembourg delivery services, restaurants and partners to obtain their feedback.” The aim of this exploratory phase is to better understand their needs, the company explained, without giving details about its possible future activities in the neighboring country.
Uber Eats is up against a number of competitors in this country that have only recently entered the market. Above all, the Finnish food delivery company Wolt, which launched at the end of February this year. Hundreds of restaurants are already available on the Wolt app. The other platforms WeDely and Goosty are also already well established.
It now seems clear that Uber Eats wants to conquer the Luxembourg market. It is still unclear whether the Uber driving service (VTC, “véhicule de tourisme avec chauffeur”) will also set up shop here.
Uber could compete with taxi companies
What is known is that the CSV-DP coalition agreement stipulates that Uber should receive legal permission to establish itself in Luxembourg. The previous government had other plans. They wanted to develop their own platform with a similar concept to the American giant: a government-managed app that would facilitate contact between customers and taxi operators.
