Regarding the airport operation method, it was decided to maintain the purely domestic route operation proposed in the original basic plan development service. However, he left scope to develop a phased plan depending on conditions such as demand for international flights.
It was made clear that the construction of a military airport, which civil society groups and villagers were concerned about, was “not in the plan”.
