Teenager Arrested for Planning School Shooting
19 April 2024
Arrest of Alex Ye
A teenager from the US, Alex Ye, was apprehended in Maryland for allegedly planning a mass shooting at his former elementary school. The arrest followed an investigation conducted by the FBI and Montgomery County police.
According to investigators, Ye penned a 129-page “memoir” detailing his intentions to carry out the attack in a bid for notoriety. The document was shared with an individual who promptly alerted the authorities.
Ye, a Rockville resident, now faces charges of threats of mass violence, which could result in a maximum sentence of 10 years in prison. Police stated that the written account outlined his strategies for executing the planned school shooting.
Evidence and Investigation
The witness who reported Ye’s alleged plans to law enforcement received a portion of the story via Instagram. It was revealed that the narrative featured a character resembling Ye, drawing from his personal experiences rather than fiction.
Authorities classified the document as a “manifesto,” indicating Ye’s contemplation of attacking both his former elementary and high schools using a semi-automatic assault rifle. Further evidence, including violent drawings and threatening online messages, was discovered during a search of his residence.
Community Response
During a press conference, Montgomery County Police Chief Marcus Jones emphasized the importance of community involvement in preventing such incidents. He highlighted the significance of promptly reporting suspicious activities, underscoring the unique severity of Ye’s case compared to other threats received by the school district.
State Attorney John McCarthy commended Maryland’s stringent gun laws for thwarting Ye’s access to firearms. He praised the investigative efforts that averted a potential tragedy, citing Ye’s previous history of making threats and his restricted access to weapons.
Ye, who identifies as male after being born female, had a documented history of behavioral concerns, leading to previous hospitalization and ongoing monitoring. Despite not physically attending school since 2022, security measures were heightened in local public schools as a precautionary measure.

Development of Jeonju “Last Yolk Land”.
Development is accelerating as the site of the former Daehan Textile in Hyoja-dong, known as “the last egg yolk” in Jeonju, Jeollabuk-do, has become the subject of city plan change negotiations. It has been 7 years since Jakwang Co., Ltd. purchased the site for 198 billion won in 2017. Jakwang Co., Ltd. is a company engaged in real estate development, including housing construction and resort business, leisure and golf courses.
According to Jeonju City, on the 20th, the city held a resident information session at the Jeonju Chamber of Commerce and Industry on the 16th, attended by about 200 citizens and officials. Jakwang Co., Ltd., the developer, spent KRW 6.2 trillion on a 230,565㎡ (69,700 pyeong) site that includes provincial and city-owned land to build a 470 m-tall, 153-story tower (including entertainment facilities) and a 5-story, 15-story tower. a two-star hotel (200 rooms), plans to build 10 49-story condominiums (3,399 families), 1 34-story office building (558 families), and a 5-story shopping mall complex (retail facility).
Jeonju City has entered into preliminary negotiations with Jagwang Co., Ltd., which submitted a business proposal on January 18, to discuss how and how excess profits from the change of use will be recovered. Subsequently, in consultation with Jeonbuk Special Self-Governing Province, the current site, which is an industrial site, shall be transformed into 50% each of a general commercial area and a semi-residential area, and the master plan of city and urban management plan must be amended and the business plan approval process (start of construction) must be completed.

“Create a park like Central Park in New York”
The proposal called for building an underground road and widening surrounding roads and bridges to prevent traffic congestion. Jakwang Co., Ltd. plans to create an urban park and green space like New York’s Central Park on “open space (81,789㎡)”, which represents about 40% of the earth’s surface. “Public open space” is a public space on private land that is always open to the public to create a pleasant urban environment. Jakwang Co., Ltd. said: “According to the recommendation of the Citizens’ Public Opinion Committee, the scope of public contribution will be 40% of the post-development (post-development) appraisal value, which will effectively be equivalent to 100% of the increase in the price of the land”.
Jakwang Co., Ltd.’s goal is to start construction at the end of this year and decorate the top of the tower with a permanent performance hall and unique toilets to make it a “Jeonju landmark.” The construction period is 4 years and 6 months. “From the tower, a panoramic view (360-degree view) is possible, and you can also see the Saemangeum district, which is about 50 km away,” explains Jakwang Co., Ltd.

Jeonju Citizens Association “Concerns about capital erosion…rediscussion”
Some fear that “the 153-story tower is a lie aimed at generating an astronomical difference in land prices.” On the 15th, the Jeonju Citizens Association argued, based on the audit report of Jagwang Co., Ltd., that “there are concerns about capital erosion” and that “Jeonju City should stop the previous negotiations and discuss again from the starting point.” He said: “Jakwang Co., Ltd. is planning to raise funds through real estate PF (project financing),” and added: “A once-insolvent company cannot borrow the cost of tower construction exceeding 500 billion won.”
According to the audit report, as of the end of last year, the net assets of Jakwang Co., Ltd. and its affiliates amounted to -28.6 billion won. The total assets of Jagwang Co., Ltd. and six related companies, including Space Jagwang, Jagwang Holdings and Jagwang Construction, which are intertwined through equity investments, amount to KRW 1.3079 trillion, and the total liabilities are KRW 1.3362 trillion. The accounting firm that audited Jagwang’s financial statements cited “going concern uncertainty,” saying, “There are more current liabilities than current assets,” but rated the audit opinion as “appropriate.”
In this regard, President Jeon Eun-soo of Jakwang Co., Ltd. said: “The goal is to start and complete construction simultaneously under the responsibility of the construction company.” He added: “The reason why we spent about 200 billion won.” The interest so far is due to the delay in issuing the permit, and once construction begins, the interest burden and the debt can be offset.” He countered. The “eat and run” concerns were dismissed, saying: ” Once construction is completed, we plan to move the headquarters of Jakwang Co., Ltd. to the tower (Yongin-si, Gyeonggi-do).”
Jakwang Co., Ltd. estimated that the tower’s tourism revenue alone would amount to 4 billion won per year if it hosted 2 million people per year. Furthermore, it was expected to have an economic effect of 2.5 trillion won, job creation (25,000 during construction, 5,000 after completion), and an influx of more than 20 million tourists per year.
Jeonju Mayor Woo Beom-ki (left) will hold a public meeting with Jeon Eun-soo, president of Jakwang Co., Ltd., owner of the Daehan Textile site, at the mayor’s office on August 17, 2022. In this day, President Jeon presented Mayor Woo with a model of the 153-story “Extreme Tower,” which was to be built at the Daehan Textile site. what good news
Jeonju City “No land transactions allowed without city permission”
Jeonju City said, “Jakwang Co., Ltd. has established a development plan based on city guidelines that reflect the recommendations of the citizens’ public discussion committee,” and added, “I believe there will be no problems with the project as it is promoted with the three pillars of the promoter, the financial companies participating in the PF and the construction companies”. Lim Jeong-bin, head of the city’s stadium development department, said: “If we designate an area authorized for land transaction next month, we will not be able to sell the land and leave without the city’s permission.” .
▶Politics over the “rip-off” of the old Daehan Textile Jeonju factory
Daehan Textile’s Jeonju factory, opened in 1975, was where controversy over a “rip-off” first arose. Daehan Textile sold its 45 billion won production site to Jakwang Co., Ltd. for 198 billion won in 2017. While Jeonbuk province promoted the development of a new city, it excluded Daehan Textile’s Jeonju factory from regulation , an industrial district, on the basis that it “creates hundreds of jobs, including female workers”. However, Daehan Textiles left Jeonju with a market profit of about 150 billion won.
In November 2018, Jakwang Co., Ltd. submitted a 2 trillion won business plan to Jeonju City to build 3,000 housing units, a shopping mall complex, a 153-story tower and a hotel on a 230,565㎡ site (69,700 pyeong). including some of the suggested provincial and municipal-owned land. However, Jeonju City decided to “not accept” it because it did not comply with the city’s basic plan. Subsequently, in February 2021, the Citizens’ Public Discussion Committee issued a recommendation to develop the Daehan Textile site with a commercial focus, but to recover 40% of the total site as planned benefits.
Jeonju Mayor Kim Seung-soo resigned, and the newly installed Mayor Woo Beom-ki in July 2022 met Jeon Eun-soo, president of Jakwang Co., Ltd. on August 17 of the same year, opening the development project for the first The Daehan Textile site, which had been slow. In the meantime, some development plans have changed. The opposition from civic groups is an ambush.

Prosecutor’s Office clarifies that the murder of a human rights activist was to steal $2,500 from a family remittance – Diario La Página
The Attorney General’s Office determined that 5 people are involved in the disappearance and murder of the human rights activist Rosa Elvira Floreswhose body was found in a canal in San Julián, department of Sonsonate, on March 27.
The main suspect is Edwin Antonio Cáceres, who had a romantic relationship with the victimand that he is now a fugitive from justice. Another person involved and who is already detained is Walter Daniel Melarawho was found with the activist’s phone number.
Other defendants are: Lizeth del Carmen Hernández Coreto, Karla Esmeralda Siguach García and Daniel Adonay García Mauriciowho allegedly helped Rosa Elvira’s murderer escape.
The motive for the murder would have been the theft of $2,500 that the victim went to withdraw from a bank agency in San Julián, on March 19.. The Prosecutor’s Office explained that Rosa Elvira contacted her partner, Edwin Antonio, to tell him that she was going to pick up from Santa Isabel Ishuatán to the center of San Julián, a shipment that one of her children who resides in the United States had sent her, and that That money would be used for a home that is under construction.
To carry out the errands, the activist asked for a taxi to take some purchases to her mother, and at the end of her activities she met with Edwin Antonio “who murdered her and left her body in the Los Lagartos canton, San Julián,” stated the Prosecutor’s Office.
To commit the murder, Edwin Antonio had the complicity of Walter Daniel Melara, who has already been captured. When he searched it, he found the victim’s phone, and he had no choice but to accept that he had taken charge of getting rid of the cell phone “because he had a nail.”
Rosa Elvira was reported missing by her family, friends and community leaders, and her body was found on March 27 in a cane field. Because her body had been eaten by scavengers – and in the absence of an autopsy – the cause of her death could not be determined. After the procedures ordered by the prosecutors of the case and the DNA test, the forensic experts determined that her death was a violent event (she had a deep wound in her skull) and it was confirmed that her remains were those of Rosa Elvira Flowers.
