Two years after the start of the large-scale war, the dynamic of Western support for kyiv is losing momentum: newly committed aid is down over the period from August 2023 to January 2024 compared to the same period of the the previous year, according to the latest report from the Kiel Institute, published in February 2024. And this trend could continue, with the American Senate struggling to pass aid, and the European Union (EU) having had every difficulty in have aid of 50 billion adopted on 1is February 2024, due to the Hungarian blockade. Please note, these two aid packages are not yet taken into account in the latest assessment made by the Kiel Institute, which ends in January 2024.
Data from the German institute show that the number of donors is decreasing and is concentrated around a core of countries: the United States, Germany, the countries of northern and eastern Europe, which promise both high financial aid and advanced weaponry. In total, since February 2022, the countries which support kyiv have committed at least 276 billion euros on the military, financial or humanitarian level.
In absolute terms, the richest countries have been the most generous. The United States is by far the leading donors, with more than 75 billion euros in aid announced, including 46.3 billion in military aid. European Union countries announced both bilateral aid (64.86 billion euros) and joint aid from European Union funds (93.25 billion euros), for a total of 158.1 billion euros.
When we relate these contributions to the gross domestic product (GDP) of each donor country, the ranking changes. The United States has fallen to twentieth place (0.32% of its GDP), well behind countries neighboring Ukraine or former friendly Soviet republics. Estonia takes the lead in aid relative to GDP with 3.55%, followed by Denmark (2.41%) and Norway (1.72%). The rest of the top 5 is completed by Lithuania (1.54%) and Latvia (1.15%). The three Baltic states, which all share borders with Russia or its ally Belarus, have been among the most generous donors since the start of the conflict.
In the ranking of the percentage of GDP, France is twenty-seventh, having committed with 0.07% of its GDP, just behind Greece (0.09%). The aid provided by Paris has been in constant decline since the start of Russia’s invasion of Ukraine – France was twenty-fourth in April 2023, and thirteenth in the summer of 2022.

France left the door open to send troops to Ukraine, Russia issued a strong warning
The Kremlin warns that the French President’s statement about sending troops to Ukraine is very dangerous.

“This statement is very important and very dangerous. France, represented by the French head of state, constantly talks about the possibility of its direct participation – on the ground – in the conflict in Ukraine. This is a trend very dangerous direction,” Kremlin spokesman Dmitry Peskov told reporters on May 3.
Previously, in an interview with Economist On May 2, French President Emmanuel Macron raised two conditions for sending troops to Ukraine: Kiev’s request and Russia’s breakthrough on the front line. However, he emphasized that there is currently no such request from Ukraine.
“If Russia breaks through Ukraine’s front lines and if there is a request from Ukraine, then we need to consider (sending troops into Ukraine),” President Macron said.
According to Mr. Macron, what happened during more than 2 years of war between Russia and Ukraine shows that no option should be ruled out.
“I have a clear strategic goal: Russia cannot win in Ukraine. If Russia wins in Ukraine, there will be no security in Europe. Who can pretend to believe that Russia will stop there? There will be security What for the other neighboring countries, Moldova, Romania, Poland, Lithuania and others? Therefore, we must not rule out anything because our goal is that Russia should never win win in Ukraine,” Mr. Macron added.
President Macron caused controversy in February after declaring that the West had not ruled out sending troops to Ukraine and that these countries would do everything possible to prevent Russia from winning in Ukraine.
The statement was issued after a meeting of about 20 Western leaders to discuss options for further support for Ukraine in its conflict with Russia.
Mr. Macron’s views received support from leaders of several countries. However, Western allies, including the US, Germany, Slovakia, and Poland, affirmed that they have no plans to send troops to Ukraine.
Russia repeatedly criticized the French leader’s statements as dangerous, and warned of the risk of a nuclear conflict if the West sent troops into Ukraine.
In addition to the French President’s statement, British Foreign Secretary David Cameron’s statement on May 3 also faced opposition from Russia.
Mr. Cameron announced that Britain would give Ukraine 3 billion pounds each year as long as possible and did not object to Kiev using weapons donated by London to target Russia.
Reacting to Mr. Cameron’s statement about Ukraine’s right to attack Russian territory, the Kremlin spokesman said: “We see a pattern of escalation by making statements from officials. We see We see that at both the head of state level like France and at the official level like the UK.”
“This is a direct escalation of tensions around the Ukraine conflict, potentially posing a threat to European security, as well as to the entire European security structure,” Mr. Peskov said.
The Kremlin spokesman described the British Foreign Secretary’s remarks as “a very dangerous statement”.
“We note a dangerous trend of escalating tensions in official statements. This is worrying,” Mr. Peskov emphasized.
Meanwhile, Russian Congressman Dmitry Belik declared: “The West has long decided to use long-range missiles on Russian territory and Cameron has publicly expressed this… We are constantly strengthening air defense system, production of additional air defense missiles and electronic warfare stations. I am sure that we have enough forces to defend and counterattack.”
