Located in Ile-de-France, Provence-Alpes-Côte d’Azur, Auvergne-Rhône-Alpes and Nouvelle-Aquitaine, they are all part of the Nobel Santé + network.
For two years, the establishments were monitored by 50 investigators. Which noted numerous fraudulent practices, including billings for procedures not performed, others well and truly carried out but deemed unnecessary, or even false billings for crowns, aligners or bridges. Estimated damage: 2.9 million euros.
Concretely, a withdrawal from the agreement by Health Insurance means that it will no longer pay money for the invoiced procedures. Patients treated in the ten centers will therefore no longer be reimbursed, or almost no more (less than one euro per consultation). And this, from May 13. The sanction could last one to five years. The organization ensures that people treated in the establishments concerned over the last six months will be informed of these new arrangements, and their reasons.
21 centers removed from the convention in 2023
This decision is not the first of its kind taken by Health Insurance, which is increasingly mobilized in its fight against fraud. A little over 1,500 agents are responsible for ensuring this. They particularly scrutinize health centers specializing in dental or ophthalmological care. Because these establishments are multiplying while taking advantage of a fairly vague legislative framework, often prioritizing profits over the health of patients. More than 200 of these centers were inspected in 2023. 21 – including 13 from the Alliance Vision group – were deregistered for the same type of abuse.
“We see that, in this dynamic of setting up health centers, there are clearly a certain number of managers who are not there primarily to take care of patients, but to organize fraudulent practices in a fairly systematic manner. », deplores Thomas Fatôme, general director of Health Insurance, to France Inter.
She therefore filed ten criminal complaints against Nobel Santé +, for acts of fraud, forgery and use of forgery, false declarations and thus attempt to recover the nearly 3 million frauds. For the record, Prime Minister Gabriel Attal set in March the objective of detecting and stopping 2.4 billion frauds over four years, by 2027. In 2023, 58 million euros of damage linked to fraud by centers health were detected and stopped.
