The barge where he lives with his wife Sophie, where he also set up his architectural agency more than thirty years ago, will remain moored at the port of the Champs-Elysées, at the foot of Place de la Concorde. With his colleagues, he will be on deck, glass of champagne in hand, to celebrate the event, in which they all took part.
Unhappy finalists in the competition for the Olympic aquatic center of Saint-Denis (Seine-Saint-Denis), they won, with the Marseille agency Roland Carta, that of the Marseille Marina, where the French sailing team is is training for the Olympics.

His trajectory as a spoiled child of the baby boom will certainly have seen him evolve from an idealistic practice, driven by the desire to inhabit the seabed and colonize space, to a gravitational production anchored in concrete and in accordance with market rules. The pop aesthetic of its ships shaped like jellyfish or seahorses, its underwater bases straight out of a science fiction comic book and its other floating cities with the profile of sea monsters – which we can still see , until May 12, as part of the splendid exhibition “Living with the sea” dedicated to him at the Villa Noailles in Hyères (Var) –, certainly belongs to history today.
Although he managed to build a small fraction of everything he imagined in the 1970s, his production today focuses on swimming pools and centers dedicated to the sea – the Sea Pavilion in Osaka-Kobe , in Japan ; the Océanopolis in Brest; Nausicaa in Boulogne-sur-Mer (Pas-de-Calais)… –, holiday villages, even airports.
Explorer at heart
But Jacques Rougerie remains a “merian”, to use this neologism of his own, which designates those who feel better in the water than on dry land. His impeccably shaped helmet of white hair, the academician’s sword that he wears in his buttonhole, the rosette of the Legion of Honor that tickles his fancy don’t change anything: when he starts talking about the sea, his body tenses, stars light up in his eyes, he begins to vibrate.

The Malagasy committee responsible for the repatriation of the skull of King Sakalava Toera, accompanied by members of the Ministry of Communication and Culture as well as the king’s family, will travel to Paris in June to begin repatriation procedures by meeting the French government .
Can you introduce yourself ?
I am Joe Kamamy, the great-great-grandson of King Sakalava Toera. I am part of the Malagasy committee for the repatriation of the skull of King Toera and his two warriors.
What procedure have you put in place for the repatriation of King Toera’s skull?
For 127 years, we have been searching for the skull of King Toera, since his son Pierre Kamamy launched this quest. I myself began this research 16 years ago. In 2008, I collaborated with a French researcher to write a doctoral thesis on the search for the skull of King Toera. In 2017, the Musée de l’Homme in Paris contacted us because it held the skull. We then took samples from Ambiky in Belo on Tsiribihina to carry out a DNA test and prove its authenticity.
The Malagasy government supported us by covering the costs of the test, thus recognizing the importance of this approach for our national heritage. Two years later, the test confirmed that it was indeed the skull of an African man. It should be noted that the Musée de l’Homme is an institution affiliated with the French Ministry of Culture, although independent, which at that time brought together various African skulls.
Is the procedure heading towards a positive outcome?
Indeed, the repatriation of the three skulls is planned for September, accompanied by traditional Sakalava ceremonies in partnership with the Malagasy government. This repatriation has now become a national cause and a state affair, given that three-quarters of Malagasy people are Sakalava. I would like to sincerely express my gratitude to the government for its valuable support.
Can you remind us of Toera’s story?
When the Sakalava were defeated by the French, two men posed as Toera. The French believed them, cut off their heads to bring them back to France. More than five thousand Sakalava were killed at the time and are currently buried in Ambiky. Toera himself was unmasked in a surprise attack. He refused to be colonized by France until his last breath. They also cut off his head.
Could you explain the tradition of Fitampoho to us?
When an Ampanjaka Sakalava dies, parts of his body are placed in the Zomba relics to symbolize the Sakalava kingdom. Currently, only the Toera relic is missing among the ten present, awaiting its repatriation for a traditional Fitampoho ceremony alongside all the other relics.
