The fate of the fund is stuck in a coalition dispute.
BRATISLAVA. The nominees of the Minister of Culture will be in charge of the distribution of money in culture Martina Šimkovičová (SNS) or will it remain in the hands of experts?
Coalition parties Hlas a SNS also throughout Thursday, they were looking for an agreement on how the allocation of subsidies from the Art Support Fund (FPU) should look like.
However, not even an hour before the vote, which the coalition postponed twice in the last nine days, the agreement in the coalition was not ready.
Representatives of the Hlas and SNS parties are solving the ongoing dispute over the wording of the rules even at this moment. They therefore assume that the amendment will not be voted on even today.

However, according to the chairman of the parliamentary committee for culture and media, Roman Michelko (SNS), the debate on the amendment in the second reading should be reopened in the parliament today, and he will present another amendment, his second in a row.

This is a combination of his previous amending proposal, which was strongly criticized by the cultural community, experts and the opposition, and at the same time it contains elements of the “compromise” amending proposal that was to be presented by MP Roman Malatinec (Hlas). However, they still did not agree on it in the coalition.
Although Michelk’s second amendment to the fund promises more money, it takes away decisive competences from expert commissions. At the same time, they ensure the impartiality and apoliticalness of the FPU.
Michelko does not want to back down
Even in the second amendment proposal, Michelko is not going to back down on the most controversial point. This means taking away decisive competences from professional commissions.
Michelk’s proposal deprives the expert commission of decision-making competence and gives them only an advisory vote. The FPU Council, strengthened in favor of the Ministry, was to decide which projects would be supported and in what amount.
The second amendment also provides for an increase in the fund’s board members from the original nine to thirteen.
There was only a cosmetic modification. The current proposal refers to seven people who are nominated by the minister without a proposal, five experts and one member nominated by the regional self-government.
Greater regional representation in the FPU was an agenda formulated by Malatinec in previous parliamentary debates and on the committee for culture and media, and he clearly perceives one member from local governments as a concession to the Voice.
Critics see the move as a power grab, as the council gains decision-making power and members appointed by the ministry will be in the majority. Opposition deputy Zora Jaurová (PS) said that what will be financed in Slovak culture will be decided by eight people appointed by the Ministry of Culture.
Moreover, it is not clear who will fill these positions. They should be appointed by Minister Šimkovičová, but so far MP Michelko has been very mysterious about the new council members. “Each member of the council has been involved in art, knows authors, creations, authors’ awards,” he said last week at the end of the debate. He did not mention any specific names.
“The amending proposal of Deputy Michelko is unacceptable to us and incompatible with our further activity in the professional commissions of the FPU,” said more than 170 members of the professional commissions. They made it clear that if the law were to pass, they would end their work in professional commissions. There are approximately 300 members of expert commissions, and more than half of the experts leaving would mean that the fund would not be able to form commissions.
Minister Šimkovičová also commented on the topic last Tuesday in the Téma show on TA3. “Let those who make threats go and let others come.”
However, according to the director of the FPU Council, Dušan Buran, it would not be so easy. “We don’t have that many specialists, for individual areas of art, who can make decisions and at the same time are not in a conflict of interests,” he told SME. According to his estimate, the gradual replenishment of experts could take approximately a year to a year and a half.
Malatinec has prepared its own proposal
Hlas deputy Roman Malatinec, who is also the vice-chairman of the Banskobystrica self-governing region for the field of culture and negotiated with the SNS on behalf of Hlas, says that they still do not have an agreement on the wording of the changes in the coalition.
“I firmly believe that our coalition partners from the CIS will have their say,” he said on Thursday, less than two hours before the vote.
According to Malatinac, it should work in the coalition in such a way that if any of the coalition partners has “good proposals” on how to implement Voice with the Fund, the partners should accept them.
Malatinec has prepared its own amendment, which would leave the assessment of the allocation of money from the fund to specific projects to expert committees.
Only in the event that the Board of the Fund found a “violation of the principles of evaluation or insufficient consideration of the priorities of the fund’s support activity”, it could order the director of the fund to change the commission’s recommendation. However, this would have to be preceded by a proper justification, explains Malatinec.
However, shortly before Thursday’s debate, Michelko told SME that Malatinec would not introduce his own amendment. Malatinec did not confirm his words. He says that they are still discussing the solution in the coalition.
The Hlas MP reminds that their club did not sign up to the latest SNS proposal from Tuesday, which would have moved the assessment of artists’ applications from commissions to the Council, in which Minister Šimkovičová’s nominees would have a majority.
“We have reservations about their proposal as worded,” says Malatinec, adding that there is no agreement in the club that they would support it.
More money for the regions
The fundamental change in Michelko’s new proposal is the increase in money that will be redistributed under the new FPU. For years, the fund redistributed 20 million euros, and requests for support far exceeded its capabilities.
Michelk’s original amendment spoke of an increase of only 200,000 euros. By passing his second amendment, the fund would receive 10 million more. However, it would also have new investment and support obligations.
The proposal makes mandatory investments in the renewal, modernization and construction of local and regional cultural infrastructure. These are mainly cultural centers, libraries, amphitheatres, galleries, museums, theaters and educational centers.
“We were able to extract another 10 million from the finances, the Minister of Finance is counting on it, he approved it,” says Michelko.
“I don’t think they would want to bury such a law in Hlas because of one paragraph. I think they would have a hard time explaining to their mayors and mayors why they didn’t invest 10 million for infrastructure in the regions, I don’t know if one paragraph is worth it to them to go into such a wilderness,” he said on Thursday afternoon for SME, saying that Hlas MPs can change their mind until Tuesday, when the amendment will be voted on.
