Dr. Albert Ze, eminent health economist, has just thrown a stone into the garden of the Minister of Public Health, Manaouda Malachie. In a vitriolic open letter, he accuses the minister of appropriating achievements that are not his and of blurring the lines on the real progress of Universal Health Coverage (UHC) in Cameroon. A stone in the pond that risks making waves.
Free malaria for children under 5: A 10-year-old measure
Dr. Ze doesn’t beat around the bush. He directly accuses Minister Manaouda of claiming responsibility for free malaria treatment for children under 5 years old. “Should we remind you that it has been almost 10 years today (since July 11, 2014) that the President of the Republic of Cameroon, your boss, implemented this free service? »he protests, recalling that this measure has been effective since then, as proven by field evaluations carried out by the Pasteur Center of Cameroon in 2015.
An affront to the President of the Republic?
For Dr Ze, by appropriating this achievement, Minister Manaouda is committing nothing more and nothing less than an affront to the Head of State. “To appropriate an achievement of your boss, the President of the Republic, is simply to call him a liar, who for 10 years has established free treatment for malaria for children under 5 years old”, he thunders. A strong tackle which risks making the top of the state cringe.
UHC, a still vague concept in Cameroon
But free malaria is not Dr. Ze’s only grievance. He also questions the reality of UHC in Cameroon, a concept that Minister Manaouda puts forward at every opportunity. “So have you already put in place an effective institutional framework to talk about UHC in Cameroon? If so can you share with us the law relating to this? »he questions, emphasizing that the health check, financed by France and Germany, existed well before the arrival of the current minister.
A call for a real CSU project
Beyond the controversy, Dr Ze calls for a real CSU project in Cameroon. “UHC is an ideal for all of us and its achievement must be our only goal! So we really hope that you take the subject seriously and that a real solution is found instead of continuing to rush into this off-topic which is starting to be difficult to maintain,” he pleads, inviting Minister Manaouda to go beyond the “ bricolage ” current.
A problem in the pond on the eve of Labor Day
This sensational release comes on the eve of Labor Day, a highly symbolic date. “ Happy Labor Day in anticipation », concludes Dr. Ze, not without a touch of irony. There is no doubt that this open letter will have the effect of a stone in the pond and will provoke strong reactions within the Cameroonian health microcosm. As 237online.com points out, Minister Manaouda will certainly have to step up to the plate to clarify his position and defend his record.
The ball is now in the court of the Minister of Health. His response is impatiently awaited by health stakeholders and Cameroonian public opinion. Because beyond the controversies, it is indeed the future of the health system and access to care for all Cameroonians that is at stake. An immense challenge which requires constant mobilization and unfailing clarity in the actions carried out. The time has come for transparency and efficiency, far from hype and haphazard appropriations of past achievements.

Recently, signs were found that North Korea is preparing terrorist attacks against South Korean embassy officials and citizens in several countries such as China, Southeast Asia, and the Middle East, so on the 2nd, the government lowered the terror alert for five embassies abroad. in Southeast Asia, China, and Russia from ‘attention.’ It was raised two levels as a ‘warning’.
Terrorist alerts are divided into four levels: interest, caution, caution, and seriousness Among them, ‘alert’ refers to a state in which there is a high possibility that a terrorist attack will occur. The embassies in Cambodia, Laos, and Vietnam, and the consulates in Vladivostok, Russia, and Shenyang, China, are the embassies that the terror alert was raised to ‘warning’. Vladivostok and Shenyang are close to North Korea, and Cambodia, Laos, and Vietnam have traditionally had close relations with North Korea, so the number of North Korean representatives sent there is high and their actions are active.
The National Intelligence Service said, “Recently, we have received many signs that North Korea is preparing terrorist attacks against our embassy officials or citizens in several countries such as China, Southeast Asia, and the Middle East.” They said, “North Korea is sending agents to these countries to investigate and terrorize South Korean embassies.
In addition, “After the end of COVID-19, long-term overseas expats began returning to North Korea in the second half of last year, and elites such as embassy officials, trade workers, and international students who felt skeptical about North Korea. system leaving one after the other. for the ‘voluntary desert event’ and they are trying to take revenge against the members of our embassy,” he said.
As North Korean embassy officials, trade workers, and international students who have stayed abroad for long periods of time continue to leave the country to avoid returning home due to the coronavirus pandemic, embassy officials and members of special agencies such as the Ministry of National Security, which are responsible for monitoring foreign traffickers, trying to avoid responsibility. On the other hand, it can be understood that they are planning terrorist attacks such as our -kidnap diplomatic officers.
Accordingly, the Ministry of Foreign Affairs and Counter-Terrorism Center of the Government Policy Coordination Office held an ‘Anti-Terrorism Working Committee’ on this day to examine the status of terrorism preparedness at embassies abroad and discuss measures to ensure the safety of the embassy and its staff.
The National Intelligence Service said, “We will develop intelligence operations with potential terrorism in mind, not only in countries where signs of a North Korean terrorist threat have been detected, but also in other regions, while work closely with related agencies such as the Ministry of Foreign Affairs to do our best to ensure the safety of our citizens.” .

The Medical Association of Patras reacts to the clawback payment charges
– 2024-05-02 08:35:44
The announcement of the Medical Association of Patras states:
The Board of Directors unanimously supports the decisions of the regional associations of laboratory doctors to limit their operation, whenever they decide to do so, starting from 08/05/2024, due to the imposition of 12 years of clawback payment calculations.
After the cry of anguish of the sector, which is experiencing a long-term systematic seizure of income with unprecedented, for European standards, compensation cuts exceeding 60%, a tragic lack of liquidity of the laboratories, inability to pay suppliers and specialized scientific staff, which serve reliably and speed, without fail the insured.
For 12 years, the state has been transferring the cost of citizens’ insurance to the country’s doctors, ignoring the unconstitutional practices and the adverse consequences of this abusive measure.
Neighborhood laboratories are closing down, the nation’s freelance diagnosticians are going bankrupt, and Public Hospitals are being emptied of new biopathology, radiology, nuclear medicine, cytology, and pathology specialists, creating a critical blow to disease diagnosis (especially cancer), preventive population control and the public health of the country.
The Board supports the main claims of the laboratory sector:
1) Establishment of a limit (central ceiling) on the amount of clawback up to 5%, beyond which the responsibility will be assumed by the State, with a significant increase in the budget for diagnosis, at the level of the European average.
2) Taking measures for the correct and rational application of prescription, execution and control rules.
3) Prescription of the artificial debt that has been created to date, by 50%.
4) Signing of Collective Agreements through the PIS and the Medical Associations.
Finally, the Board unanimously opposes article 69 of Law 5102/2024 (Government Gazette 55A’ 04/13/24) as a highly unconstitutional and abusive provision.
