The former President of the Republic spoke on Tuesday at the seminar Europe and the World 2030 – Forecasts of development in Europe and the world until 2030 and their influence on the prosperity of the Czech Republic, which was organized by SPD MPs Vladimír Zlínský and Marie Pošarová in the Chamber of Deputies.

In addition to the MPs mentioned, SPD leader Tomio Okamura, energy expert Pavel Janeček, economist Ilona Švihlíková, columnist Michal Semin and former finance minister Vlastimil Tlustý spoke at the beginning. Former President Miloš Zeman gave a keynote speech that attracted hundreds of guests. The organizers recalled that in addition to the ten-year mandate of the head of state, he also served as chairman of the Chamber of Deputies and prime minister.

Zeman made a scathing criticism of the current government structure, which he said has caused an economic disaster and is the cause of the degeneration of many important segments, including the development of science and technology, due to amateurs in the posts of individual ministers.

The ex-president recalled Tomio Okamura’s speech in the plenary session of the House of Representatives last week, when the SPD leader managed to break the world record when he spoke for 10 hours and 44 minutes without interruption or a single pause. “Mr Speaker Okamura, I congratulate you once again on the world record for the length of parliamentary speeches,” he said.

“In my speech I would like to subject the previous projects to justified criticism, be it the 2030 Agenda, the idea of the Czech Republic in form or the Czech Republic at a crossroads.” Here I would adopt the quip of a political colleague that this crossroads is more of a problem Roundabout is the same. And in any case, I would try to justify why I believe that these visions or ideas are of poor quality,” explained Miloš Zeman.

He compared the current situation to the decline during communist totalitarianism. “Let me start a little long, but don’t be alarmed, I don’t even plan to compete with Mr. Chairman Okamura in the length of my speech. Why do I start far away? Sometime in the early 1960s, when the communist regime suffered an economic setback, manifested, for example, by a five percent decline in national income, a new vision was sought, and this vision was embodied in a work entitled “Civilization at a Crossroads ” embossed. The main team author of this book was Radovan Richta. I was the youngest member of Richta’s team at the time and listened to the speeches of individual members of this team with respect and admiration. However, over time, I realized that something was missing in these beautiful sentences about the scientific and technological revolution, about automation replacing mechanization and a constellation of various scientific discoveries. And that was the control element. An element of decision-making, an element of social or political decision. I would argue that we are experiencing something similar today. Some official forecasts are neutered because they ignore societal decision-making, the quality of our politics, including the quality of its representatives. At least I have now heard an essay on the subject of energy. It’s nice, but somehow it was forgotten that it was the Topolánek government that canceled the tender for the completion of Temelín, so the most beautiful intersections, shapes and 2030 agendas are completely ineffective if we don’t have the quality of the social, or or rather of the political, include decision in them,” said the former President of the Republic.

“I would now like to explain this theory very briefly. When I talked about communism, the authors of these scientific and technological visions were very flexible. Radovan Richt, for example, is said to have been a delegate to both 14th congresses. One protested against the Soviet occupation in Vysočany, the other, on the contrary, supported this occupation. With honorable exceptions, the stalwart harbingers of the scientific and technological revolution readily bowed even to the rising political power that was essentially an occupying power. Scientific and technological development was finally stopped, with the exception of this book and other popular pamphlets. I once described it in an article by quoting a communist official who stopped semiconductor production and said we would wait for permanent leaders. However, they did not appear and the decay continues to this day, including the Taiwanese factory in Dresden, which a politician called a great success of the Czech Republic,” recalled the chairwoman of TOP 09 and House of Representatives Markéta Pekarová Adamová.

Some of our politicians’ appearances remind him of Milouš Jakeš’s statements. “This similarity is not purely coincidental, so I would like to try to tell you that all these visions will be just an empty shell until decision-makers achieve the ban on semiconductors, which is causing the degeneration of the Czech education system,” where 72 percent of Schools are on strike, the degeneration of the Czech healthcare system and of course the degeneration of the field we are talking about here, that is, the degeneration of science and technology,” Zeman said bluntly.

“I found out, and it’s interesting, that we have a Minister for Science, Research and Innovation. I found out that she is a former owner of a guesthouse, perhaps she is already a former deputy chairwoman of the TOP 09 Ministry, but when I accepted her as an expert in science, research and innovation, I found out that she knew absolutely nothing about the first, second or third. She wanted to please me in our conversation and explained that she likes Israel. I told her I appreciated it, but that she wasn’t qualified to be Secretary of State. And several control questions proved that Ms. Langšádlová is fundamentally distant from science, research and innovation. Because it is said that a fish stinks from the head, if the minister for this department is just as qualified as, for example, the agriculture minister as a theologian for agriculture, then we cannot assume that her subordinates will do the same. “I am capable “To deliver brilliant performances,” says Miloš Laird.

It’s not just about a minister, they say. “I could cite here the interesting work of Erich Jantsch on the fact that real science and technology must have an environment with talented and enthusiastic people who have room for real innovation.” I would like to remind you of the words of the former chairman of the Senate, Jaroslav Kubera, who stated at an ODS conference that political scientists are multiplying like voles in our country. Although I understand the emphasis on the social sciences, including political science, I can say from my own experience that there is about the same relationship between political science and real politics as, for example, between sexology and real sex. “We cannot expect a sexologist to become a Casanova, we cannot expect a political scientist to become a good politician,” Zeman introduced the role of Prime Minister Fiala, without mentioning him by name.

“Therefore, allow me to conclude with a diagnosis of the disease that currently accompanies the Czech Republic. This disease is government incompetence spreading to more and more areas. This government is neither right nor left, this government is neither conservative nor liberal. This government is technically incompetent. So it is a government of amateurs. “Dear friends, all the talk about the scientific and technological revolution that we will repeat 70 years after Radovan Richta is at best a slap in the face and at worst a cover-up of this sad truth,” the ex-president continued.

He also discussed the current development of artificial intelligence and lamented that we should give priority to natural intelligence. “Because you cannot replace natural intelligence with artificial intelligence.” From all this lies the cure for the economic and political catastrophe that we are experiencing today and of which we are not yet fully aware because its effects are yet to come. When we talk about the disease, we also have to talk about the drug for this disease. I repeat myself again. Just as I remembered my membership in Richt’s team, I remember with my own modesty my speech in the Letenská Plain in November 1989. At that time I ended this speech with the words: We want free elections. Allow me to repeat this challenge today,” said former President of the Republic Miloš Zeman in the plenary session of the House of Representatives.
