The US Treasury Department’s Office of Foreign Assets Control (OFAC) has imposed sanctions on 17 oil, petroleum and chemical tankers. All carry the Liberian flag and are linked to Abu Dhabi-based Hennesea Holdings, which is also subject to sanctions.
Since the beginning of the war in Ukraine and the subsequent introduction of price caps imposed by the West last winter on the purchase of oil and oil products from Russia, many companies have been founded in the United Arab Emirates, as well as in Turkey and Hong Kong, the tankers use the Shadow Fleet. After adhering to the price cap in the first few months, these tankers increasingly no longer complied. The rise in the spread over Brent accounted for about a third of Ural’s price decline, with the rest due to a general decline in global oil prices, which fell below $80 a barrel, the IEA said.
