In December, Hungarian Prime Minister Viktor Orban vetoed this European Union (EU) package.
This problem has become even more urgent considering the situation in the US Congress, where the issue of military aid to Kiev is also not being resolved.
To convince Orbán to give up his veto, the European Commission is ready to offer the Hungarian prime minister the option of stopping the funding deal halfway, the newspaper said, citing three officials familiar with the situation.
As part of the possible deal, the EU agrees to conduct a review of the four-year aid package next year. Then it can be assessed whether Ukraine needs the full amount and whether Kiev has met the conditions for EU aid.
This would give Orbán the opportunity to veto continued aid.
The EC is also willing to agree to annual inspections and include a clause on “emergency brakes”. Accordingly, any country can express concerns about aid to Ukraine.
Asked whether that would be enough to overturn the veto, a senior Hungarian official told the publication: “I’m still not sure, but probably yes.”
The Hungarians are “in a mood to talk,” another interviewee told the newspaper.
