Two years after the start of the large-scale war, the dynamic of Western support for kyiv is losing momentum: newly committed aid is down over the period from August 2023 to January 2024 compared to the same period of the the previous year, according to the latest report from the Kiel Institute, published in February 2024. And this trend could continue, with the American Senate struggling to pass aid, and the European Union (EU) having had every difficulty in have aid of 50 billion adopted on 1is February 2024, due to the Hungarian blockade. Please note, these two aid packages are not yet taken into account in the latest assessment made by the Kiel Institute, which ends in January 2024.

Data from the German institute show that the number of donors is decreasing and is concentrated around a core of countries: the United States, Germany, the countries of northern and eastern Europe, which promise both high financial aid and advanced weaponry. In total, since February 2022, the countries which support kyiv have committed at least 276 billion euros on the military, financial or humanitarian level.

In absolute terms, the richest countries have been the most generous. The United States is by far the leading donors, with more than 75 billion euros in aid announced, including 46.3 billion in military aid. European Union countries announced both bilateral aid (64.86 billion euros) and joint aid from European Union funds (93.25 billion euros), for a total of 158.1 billion euros.

When we relate these contributions to the gross domestic product (GDP) of each donor country, the ranking changes. The United States has fallen to twentieth place (0.32% of its GDP), well behind countries neighboring Ukraine or former friendly Soviet republics. Estonia takes the lead in aid relative to GDP with 3.55%, followed by Denmark (2.41%) and Norway (1.72%). The rest of the top 5 is completed by Lithuania (1.54%) and Latvia (1.15%). The three Baltic states, which all share borders with Russia or its ally Belarus, have been among the most generous donors since the start of the conflict.

In the ranking of the percentage of GDP, France is twenty-seventh, having committed with 0.07% of its GDP, just behind Greece (0.09%). The aid provided by Paris has been in constant decline since the start of Russia’s invasion of Ukraine – France was twenty-fourth in April 2023, and thirteenth in the summer of 2022.

The Minister of Habous and Islamic Affairs, Ahmed Toufiq, met on Monday April 22 with the French Minister of the Interior and Overseas Territories, Gérald Darmanin.

The discussions between the two officials mainly focused on “Islam in France and the end of the system of seconded imams desired by the President of the Republic”, specified the French minister in a post published on the X platform.

Gerald Darmanin met Interior Minister Abdelouafi Laftit on Monday to discuss ways to strengthen security cooperation between the two countries, particularly in view of the Olympic Games which will be held this summer in Paris.

Evoking Islam in France During his meeting with Mr. Laftit, he described the cooperation with the Moroccan religious authorities as excellent, affirming that Islam as it is practiced in Morocco is a model whose merit goes to King Mohammed VI.

“We are very attentive to the training of imams and how Morocco can help us in this area,” he concluded.

Total solar eclipse of North America is seen in Mazatlán

The total eclipse of North America began to be seen this Monday in the Mexican city of Mazatlán, the first city on the continent to witness the phenomenon and also the one in which it will last the longest, 4 minutes and 20 seconds.

In this coastal town in western Mexico, the phenomenon is observed from 9:51 local time to 12:32, but the total phase of the eclipse will last 4 minutes and 20 seconds from 11:07 to 11:11.

President Andrés Manuel López Obrador came to observe the event in Mazatlán, where he stated that it is “a unique astronomical phenomenon” that will be appreciated in this city “like nowhere else in the world. It is the center, the most important point for observe this phenomenon.”

At least 750,000 visitors arrived in Mazatlán, including scientists from the United States National Aeronautics and Space Administration (NASA), according to the Government of Sinaloa, the Mexican Pacific state that is home to said city.

“This rare, very impressive, wonderful event of the total solar eclipse began and this, Mazatlán, is the place where the eclipse will be appreciated in the best way,” the director of the National Council of Humanities, Sciences and Technologies (Conahcyt), María Elena Álvarez-Buylla.

The scientific official recalled that a similar event will not be presented in Mexico until 2052.

Although the states in which it will be observed 100% are Coahuila, Durango and Sinaloa, the three in the north of the country, the phenomenon will also be partially seen in other cities, including the largest in the country, such as Mexico City, Monterrey and Guadalajara.

The phenomenon will be throughout North America, but Mexico is considered the best country to appreciate it, according to the Institute of Geophysics (IGEF) of the National Autonomous University of Mexico (UNAM).

The last time a total solar eclipse was observed in Mexico was in 1991, more than 30 years ago.
