The Chancellor stated that reducing services would be more cost-effective than allowing Putin to succeed in Ukraine
Jeremy Hunt justifies the proposal to reduce civil service positions to boost defense spending and aid to Ukraine, during an unexpected visit to Kyiv.
The chancellor emphasized that cutting public services would be significantly cheaper than permitting Russia to achieve its goals.
Mr. Hunt confirmed that the additional expenditure would amount to £20bn, with unions arguing that it would be covered by eliminating 70,000 jobs.
According to Downing Street, the funding for these plans would come from existing commitments to reduce the civil service headcount to pre-Covid levels and allocating a portion of the government’s increased research spending to the Ministry of Defence (MoD).
The Public and Commercial Services Union warned that cutting civil service jobs to fund higher defense spending could result in longer wait times for services like passport issuance, driving tests, and license renewals.
This announcement follows Prime Minister Rishi Sunak’s confirmation that the UK will provide an additional £500m for Ukraine this year, in addition to the £2.5bn already earmarked.
Mr. Sunak also pledged ongoing military support for Ukraine at the current level for as long as necessary.
Speaking in Kyiv before a meeting with President Volodymyr Zelensky, Mr. Hunt expressed hope that the increased funding would mark a pivotal moment in the conflict.
He stated, “We anticipate that other European nations will follow our lead, sending a clear message to Putin that his objectives will not be achieved.”
Highlighting the UK’s significant defense budget in Europe, he added, “The UK plays a unique role in supporting Ukraine due to our substantial defense spending.”

Regarding the reduction of civil service positions to fund defense spending and aid to Ukraine, he remarked, “While this is a tough decision, we are choosing to invest in European security and defense.
“Preventing Putin from achieving his objectives in Ukraine will ultimately be more cost-effective for all of us.
“I believe it is reasonable to return the civil service to its pre-Covid size, and I am confident that we can achieve this through more efficient delivery of public services.”
Mr. Hunt confirmed that the planned expenditure, set to increase gradually over the next six years, would exceed current spending levels of 2.3% of GDP by £20bn.
This additional funding will support ongoing MoD initiatives, including the procurement of new naval frigates, the development of a new fighter jet, and the modernization of Britain’s nuclear arsenal.
These programs have proven to be costly, and the MoD has faced challenges in meeting its financial obligations with existing resources.
Labour’s shadow defense secretary, John Healey, insisted that his party seeks a fully funded strategy to achieve these objectives.
He also criticized the Tories, stating that they have repeatedly failed to deliver on defense matters.
If Labour wins the upcoming general election, Healey pledged to review armed forces resources within a year of taking office.
