A country full of “dead camels”… Where do we spend, where do we save – a discussion about state money in sport

Tossed around for many years, the hot potato of Latvia’s sporting priorities has disappeared and been shoved back into the fridge. At the same time, the progressive changes in the sports administration structure inevitably raise the question of the future basic principles of sports financing with the aim of investing the available amounts of money as rationally as possible. What the state regulation in the sports sector should look like and how much it costs – about this in this month’s MVP discussion.

Latvian sport is currently experiencing an unprecedented harvest season. Ice hockey players and basketball players have achieved unprecedented success on a global scale. For the first time since regaining independence, the Latvian flag can be seen in the top columns of competition protocols in disciplines rich in global competitions, such as mountain and cross-country skiing. The Paul Jonas phenomenon has not yet died out in motocross, and the Reisuli brothers are already consolidating their place among the world elite. Mārtiņš Sesks is heading towards the rally elite, but Tomas Štolcermanis is bringing more and more arguments to the table so that the dream of a Latvian in the premier class of F-1 motorsport does not remain just an unfulfilled fantasy. The name Alonas Ostapenko is once again among the top ten in the world tennis rankings, while boxer Mairis Briedis is once again gearing up for a new title fight. The successes in bobsleigh and luge sports have not disappeared, Andrejs Rastorgujev still shows top results in biathlon… Eh, and that’s not the whole list! Top Latvian sport is on the rise! Is this a credit to the sports system? In some cases yes, but most of the loudest successes have been achieved in direct defiance of current principles of money distribution.

Against this background, the control centers of power are working more and more intensively on developing a new “game plan”. All Latvian sports organizations are preparing to gather in the sea – under the flag of the Latvian Olympic Committee. In the hope that the sports industry will not only agree on new managers, but also on working principles and achievable goals. The tug of war has already begun – while the Ministry of Education and Science, which oversees sports, is changing the weights in funding the federations, currently those who can boast of the best mass achievements are clapping their hands, but their fists are wilting angrily , like a bob flower – because the new accents are throwing one of the most stable Olympic medal factories overboard.

This is a grateful moment to seriously discuss government policy in sport. Where do we want to be excellent, how do we define and measure this excellence and what tools can we use to achieve this?

To exchange ideas, the Secretary General of the Latvian Olympic Committee Kārlis Lejnieks, the Director of the state-funded Murjaņi Sports High School Sergejs Čevers, the Secretary General of the Latvian Basketball Union Kaspars Tsipruss sat in the MVP think tank, the non-Olympic sports team was represented by the President of the Motorsport Association Mārtiņš Lazdovskis and the former sports official with experience in the English Premier League as a football player – Kaspars Gorkš. The conversation will be moderated by Raimonds Rudzats.

“If what you can offer in sport doesn’t bring you money – don’t study and don’t blame the associations and officials, but look for a profession in which you can be useful – be a deputy, a school teacher, a cook – everything,” assured Tsipruss. “In Latvia, the criteria are aimed at the lobby of unpopular sports. The medal is not the main thing – the main thing is what the hockey players showed, who were greeted by 50,000 people at the Freedom Monument.” “Sometimes it seems that the role of the Murjani sports high school is a waste of taxpayers’ money,” says the head of it organization honestly, but Gorkš adds: “We also need to talk about the quality of leaders – what kind of leaders do we have in large sports organizations?”
