While the ruling party rushes the law that promotes the ecological management of packaging to reduce its impact on the environment, better known as the “Packaging Law” from Together for Change, it gives greater notoriety to its rejection.

The PRO deputy Luciano Laspina, One of the main detractors of the measure, summoned a group of entities and specialists to a seminar, tomorrow at noon in the Annex of Deputies, to discuss the impact of the law that creates the Environmental Rate of Extended Producer Responsibility (Tarep) to all packaged products.

The vice president of the Budget and Finance Committee convened the UIA, Copal, the Circle of Environmental Policies, Cadibsa, AmCham, CAME, the Lisicki Study, Litvin y Asociados, Cabelma, the Ferreres y Asociados Study, Argentine Taxpayers Association. , Alpha, Cadea and CAPA.

The objective? Give volume and political scale to the rejection of the Juntos por el Cambio interblock to the bill promoted by the Executive Power.

The call coordinated by Laspina will focus on one of the issues most questioned by the opposition, the unions and the business sector: the rate created by the project, up to 3% of the wholesale selling price, which must pay the packaging producers, except for those companies that are responsible for generating returnable containers, in addition to taking care of their deposit, return and return.

Together for Change, in addition, it will emphasize its proposal, based on the model that many of the countries of the European Union follow, which appeals to extended producer responsibility, “without creating taxes”. This position is in line with one of the main promises made by the opposition coalition in the campaign: that will not accompany the creation or raise any tax.

The argument they give from JxC is that the Tarep, which they brand as “covert imposition”, because – in the words of Laspina – “a consideration is not contemplated, with which it is a tax of specific allocation”.

Likewise, the opposition that its implementation will fall on taxpayers, while generating higher inflation.

From the ruling party, on the other hand, they insist that it is not a tax, but a fee to be used for the creation of a trust for finance the creation of its own system for the collection and reuse of containers.

At the same time, they made it known that the impact of its implementation will remain “below 0.8% of the Basic Basket” and they aim to give him half a sanction in the next session held by Deputies.
