Minister Enrico Giovannini sent a report to the Council of Ministers to indicate the steps necessary to carry out the technical-economic feasibility study. But, as they say in the jargon, the zero option is not excluded. At the same time it was decided to also continue along an alternative route: that is, to a project for a multi-span air bridge, with a technical-economic feasibility study commissioned to Rfi, the management company of the railway network controlled by Ferrovie dello Stato, according to what is contained in the report delivered by the last internal commission of the ministry commissioned by the former minister Paola De Micheli. There is still a lot of confusion under the sky because the plans for the single-span bridge would instead be ready for a while and there would be nothing to do..

For the report he had already dismantled the single-span bridge project which had received all possible approvals with another three-span on a totally different track. In the Council of Ministers Giovannini, while commissioning the technical-economic feasibility to RFI, today has not ruled out even that it may just not make sense to implement it. Yet the PNNR funds that will flow heavily into the infrastructures could be used in part for the adduction works to the viaduct because they can be completed by 2026, the horizon of the Recovery Plan.

The report of the working group, however, contemplated the construction of two antennas based on the deep bottoms of the strait, taking up the studies of a solution long debated at the feasibility level, and discarded at the beginning of the 90s due to economic inefficiencies and technical and environmental problems. Why was a solution that had been rejected and re-proposed without any innovative element, rather requiring new investigation campaigns, after 30 years? We could say prosaically that it serves to buy time. The interventions implemented go in the direction of improving and speeding up the crossing of the Strait, favoring the ecological transition of maritime mobility and the reduction of pollution. The initiatives adopted include, among others, the redevelopment of the ship for rail transhipment with the commissioning of two new ships and the hybridization of the entire fleet, the renewal of railway rolling stock to speed up loading and unloading operations. of trains, the redevelopment of the fast ships for passengers and the railway stations of Messina, Reggio Calabria and Villa San Giovanni. Interventions are also planned to improve road accessibility to ports. Potentially, the bridge should allow the transit of 11 million passengers per year.
