The ministry is carrying out a vast reform project, in particular concerning the contribution of Moroccans residing abroad in the various development projects in Morocco.
Accompaniement : Moroccans residing abroad have a large number of skills and project leaders that it is essential to support. They represent a considerable asset for the development of the country. Alongside the communication mechanisms deployed, the Ministry of Foreign Affairs, African Cooperation and Moroccans Living Abroad wants to develop an attractive system to facilitate the realization of their projects for MRE skills.
Set up a system to facilitate the mobilization of MRE skills and provide support for project leaders. These are some of the objectives of the project currently being tackled by the department in charge of MRE under the Ministry of Foreign Affairs, African Cooperation and Moroccans Living Abroad. This initiative comes following the High Royal Guidelines contained in HM the King’s speech of August 20, 2022 where His Majesty had emphasized the involvement of MRE skills in the development of Morocco, stressing that “the time has therefore come to provide this community of the necessary framework as well as the means and the conditions so that it gives the best of itself, in the well-understood interest of its country and its development”.
In this perspective, the ministry is carrying out a vast project of reforms, particularly concerning the contribution of Moroccans residing abroad in the various development projects in Morocco. The aim of this project is to set up a reactive system to facilitate the mobilization of MRE skills and the support of project leaders. The objective being to create an attractive offer for the mobilization of MRE skills and support for project leaders, to digitize the process of mobilizing MRE skills and support for project leaders and to consolidate a central repository of data on MRE skills and project leaders. It also involves improving the identification of MRE skills and project leaders and ensuring information monitoring (based on AI) around MRE skills and project leaders.
“This shared tool will make it possible both to ensure information monitoring of Moroccan skills and project leaders who stand out abroad, and to identify them through several sources (diplomatic and consular network, public and private bodies, geographical and thematic networks…)”, explains the same department. And to specify: “It will be composed of a back office based on a digital tool making it possible to extract, analyze and process data on skills and MRE entrepreneurs. The front office will include spaces with access conditioned by specifications and labelling, while taking into consideration the security aspect of information systems as well as compliance with the requirements of the CNDP”.
The digital platform reserved for this project should deploy an attractive service offer and a robust technical base. For the same department, this system must be capable of improving the identification of skills and MRE project leaders (monitoring and identification system, consolidation of existing databases, etc.).
It should also make it possible to segment MRE project leaders in order to identify priority targets and relays, in particular the diplomatic and consular network. This multilingual platform should also strengthen communication and canvassing of potential targets and encourage exchange, networking and collaboration (organization of meetings, creation of skills networks and MRE project leaders, etc.). It is also a question of communicating around the services and programs set up in favor of MRE skills and project leaders.
