IHRU will give away 44 affordable rental houses located in 10 municipalities

Forty-four houses, located in the municipalities of Águeda, Figueira da Foz, Guarda, Mação, Matosinhos, Santo Tirso, Baião, Lisbon, Cascais and Montijo, will be drawn for affordable rent, announced today the Institute of Housing and Urban Rehabilitation ( IHRU).

From October 12th, competitions will be open by lottery for the attribution of 44 IHRU homes, under the Affordable Lease Program”, informed the institute, in a note to the media.

The houses in competition are of types T1, T2, T3, T4 and T5 and are located in 10 municipalities in mainland Portugal, namely Águeda, Figueira da Foz, Guarda, Mação, Matosinhos, Santo Tirso, Baião, Lisbon, Cascais and Montijo , indicated the IHRU, without advancing the distribution of housing in each territory.

The lease contracts are intended for the permanent housing of housing units”, reads in the same note, adding the IHRU that the bidders who are registered on the Accessible Lease Platform, who meet the eligibility conditions of the program and the requirements of the notice of each competition, are admitted to the competition by drawing.

In a statement, the Ministry of Infrastructure and Housing said that “the applications will remain open for periods that vary between 30 and 40 days”.

In this context, interested parties can find all the information about each of the competitions at www.portaldahabitacao.pt, the IHRU portal where entries and draws are also carried out, “in a dematerialized way”.

According to the IHRU, this initiative is part of the set of housing solutions provided by the institute to “guarantee access to housing for families that do not have an answer through the market, namely populations with intermediate incomes”.

In force since 1 July 2019, the Affordable Lease Program aims to promote an expanded supply of below-market rental housing, in which lessees have a reduction of at least 20% of the price of market rents, which must correspond to “an effort rate that is in the range between 15% and 35% of the average monthly household income”.

The maximum price of affordable rent can vary between 200 euros for a T0 typology and 1,700 euros for a T5, depending on the position of the country’s 308 councils, which are grouped into six levels, in which only Lisbon is in the highest values, ranking more half of the municipalities – 165 – in the lower price bracket.

Regarding the registration of applications, the Government defined the maximum annual income for the purposes of eligibility of housing units, indicating that a household with one person cannot exceed the gross annual income of 35,000 euros, with two people the maximum income value is 45,000 euros and for more than two people it is 45,000 euros plus 5,000 euros per person, and the minimum occupancy by typology, establishing that it has to be “one person per room, regardless of the mode of provision of that same accommodation”.

Managed by the IHRU, the Affordable Lease Program states that lease contracts have “minimum term of five years, renewable for a period stipulated between the parties”.

As requirements, or program determines that “the specific rent price limit applicable to a dwelling corresponds to 80% of the reference value of the rent price of that dwelling”, considering factors such as area, quality of accommodation, energy certification, location and median value of rents per square meter, released by the National Institute of Statistics (INE).
