Car incentives 2022: how they work and who can ask for them

The expectation is growing for the new eco-bonuses, the incentives for the purchase of low-emission cars confirmed by the government with the Prime Ministerial Decree of 6 April 2022.
In fact, the registration of the Court of Auditors should arrive shortly: it will allow publication in the Official Gazette which in a couple of days will allow dealers to book discounts.
A purchase contract (an unregistered private deed) can already be signed in advance at the concessionaire, a purchase proposal, as long as it is subject to the actual booking of the contribution by affixing the booking code on it.
The incentives for cars can reach up to 5 thousand euros and could rekindle the car market. Here are the numbers.

How car incentives work 2022

The parameters to be considered in order to understand if and which incentives are essentially two: the carbon dioxide emissions (CO2) of the car to buy and yours cost net of VAT, IPT and putting on the road.
It must then be decided whether it joins the contribution scrapping of an old vehicle (lower than the Euro 5 category): it can significantly increase the amount.

Here are the figures based on emissions and cost:

  • CO2 emissions between 0 and 20 grams per kilometer (electric cars):
    € 3.000 without scrapping;
    € 5000 with scrapping.
    The net cost of the car cannot exceed 35 thousand euros.
  • CO2 emissions between 21 and 60 grams per kilometer (mainly plug-in hybrids):
    € 2.000 without scrapping;
    € 4000 with scrapping.
    The net cost of the car cannot exceed 45 thousand euros.
  • CO2 emissions between 61 and 135 grams per kilometer (mainly hybrids, but some methane, petrol and diesel vehicles):
    € 2000 only with scrapping of a vehicle with a class below Euro 5.
    The price of the new one must not exceed 35 thousand euros.

Car incentives 2022: who can ask for them?

The 2021 incentives have been confirmed: the new eco-bonuses are aimed at people physical.
A small exception is made for the car company sharing but only for electric, hybrid and plug-in hybrid vehicles.

Another exception is foreseen for SMEs active in the transport of goods for their own account or for third parties: can access the contribution for the purchase of N1 and N2 commercial vehicles, new and exclusively powered by electricity. For this category, the scrapping of a vehicle of a class lower than Euro 4 is also required. In these cases, the following are envisaged:

  • € 4,000 for N1 up to 1.5 tons;
  • € 6,000 for N1 from 1.5 to 3.5 tons;
  • € 12,000 for N2 between 3.5 and 7 tons;
  • € 14,000 for N2 between 7 and 12 tons.

Incentives also for motorcycles

There are also incentives for electric and hybrid mopeds and motorcycles (the categories are L1e, L2e, L3e, L4e, L5e, L6e and L7). In this case, these discounts are provided:

  • 30% on the purchase price up to € 3.000
  • 40% on the purchase price up to € 4.000if a Euro 0 to Euro 3 class motorcycle is also scrapped.

Per new thermal mopeds and motorcycles against a 5% discount from the seller, a contribution of 40% on the purchase price up to € 2.500 with scrapping.

Car incentives 2022: the resources made available by the government

The Prime Ministerial Decree of 6 April 2022 makes available € 650 million per year for 2022, 2023 and 2024. They fall within the resources of the Automotive Fund which has an endowment of 8.7 billion euros until 2030.

In particular, the following are made available:

  • for electric cars (0-20 g / km of CO2) 220 million euros in 2022, 230 million in 2023 and 245 million in 2024;
  • for plug-in hybrids (21-60 g / km) 225 million euros in 2022, 235 million in 2023 and 245 million in 2024;
  • for other cars (61-135 g / km) 170 million euros in 2022, 150 million in 2023 and 120 million in 2024;
  • for electric N1 and N2 commercial vehicles, 10 million in 2022, 15 million in 2023 and 20 million in 2024;
  • for electric and hybrid mopeds and motorcycles, resources of 15 million euros are foreseen for the years 2022, 2023 and 2024. For new thermal mopeds and motorcycles, 10 million are foreseen in 2022, 5 million in 2023 and 5 million in 2024 .
