Bastrykin offered to return to the Ministry of Internal Affairs control over the circulation of weapons

The Investigative Committee proposed to return control over the circulation of weapons and ammunition from the Rosgvardia to the Ministry of Internal Affairs “in connection with a number of high-profile incidents” in educational institutions. This was announced to RIA Novosti by the head of the IC, Alexander Bastrykin. According to him, the initiative is now undergoing a stage of interdepartmental discussion.

The head of the Investigative Committee also proposed to take “additional measures to protect the national information space” and to reveal online materials related to the recruitment of people and propaganda of extremism and terrorism.

In 2021, there were several massacres in educational institutions in Russia. In May, in Kazan, a former student, Ilnaz Galyaviev, attacked a gymnasium, where he shot nine people. In September in Perm, student Timur Bekmansurov opened fire on the territory of a local university, killing six people. Both shooters used legally registered weapons.

In the fall, in an interview with TASS, Bastrykin said that massacres like the attack on Perm University are taking place because teenagers do not receive “an adequate level of education and culture,” and their moral values and guidelines are “blurred.” Children should be taken out of the Internet, and not immersed there for budget money, “Bastrykin said.

In December, Alexander Khinshtein, chairman of the Duma committee on information policy, information technology and communications, announced his intention to submit to the State Duma a bill that would toughen the rules for obtaining weapons. According to him, candidates will have to undergo checks in the bodies of the Ministry of Internal Affairs and the FSB.
